1C is JSC "1C Group", Moscow. Under Presidential Decree No. 378/2026, the software sold under the BAS trademark is 1C Group's derivative products.
In short
- BAS Construction's licences are perpetual and cheaper: for a 30-person contractor, licences and ITS over three years cost ₴271,800; UGLA ₴476,294.
- With implementation, support, BI and AI, BAS costs ₴897,963–982,964 over three years. UGLA is 47–52% cheaper, because its implementation costs $300 once, and nothing until the end of 2026.
- UGLA already includes the estimate, the space chart and investment contracts, acts signed with Diia and tracking of licences and certificates.
- 1C is a Russian company under Ukrainian sanctions since 2017; Decree No. 378/2026 extended them to 1C Group's derivative products sold under the BAS trademark. 1C and BAS programs are on the list of software banned for use.
- If BAS is already implemented, staying costs less, but about a month of the low-end procurement saving covers the three-year difference, the move included.
- UGLA's price includes hiring, workers' licences, staff training, chats, calls and tasks with kanban. BAS Construction has HR, payroll, chats and business processes; no hiring, training or kanban is described.

BAS Construction's licences on their own cost less. The largest line is implementation and changes through a partner; UGLA's implementation costs $300 once, and nothing until the end of 2026. Not counted: the CRM with a space chart, estimating software and site tools builders buy beside BAS.
UGLA's implementation and data migration are free until 31.12.2026. After that, add $300 once (₴13,500 at the NBU rate) to UGLA's three-year cost.

When to pick BAS/1C Construction
BAS is already implemented
If the licences are bought and implementation paid, staying costs less on software alone: over three years ITS, support, BI and AI come to ₴371,163–416,164 for the contractor, UGLA with the move to ₴535,453–550,453. About a month of the low-end procurement saving covers the difference.
Licences are bought once
BAS licences are perpetual: once bought, you pay nothing a month for the program. Updates and new reporting forms come only with ITS, while UGLA's subscription includes updates and the cloud.
Moving from BAS/1C Construction
The UGLA team moves your reference lists, sites, stock and history, and for a month you work in parallel. Implementation and data migration are free until 31 December 2026, then $300 once. During the move every material's name is built from reference lists, so duplicates are removed before your first purchase.

- BAS Construction's prices come from the partner Kamala Soft's price list (it does not state VAT); the server licence and ITS from Evsesvit's, partner hours from Artil's, excluding VAT.
- Client licences are the cheapest combination of packs for the workstations, less the one included in the main product. ITS PROF throughout; КОРП tariffs cost more.
- Implementation and support hours are the same for every system; they are an assumption, not project data.
- BI is Power BI Pro for 2, 4 and 8 managers; AI is ChatGPT Business for the same people, 2 seats minimum.
- UGLA's subscription is converted at the NBU rate of 20.10.2026: ₴45.0013 per $1.
- Not counted: a developer CRM, estimating software, site defect tools, servers for BAS. Each of them widens the difference.

Questions
Are BAS and 1C the same?
Under Presidential Decree No. 378/2026, the software sold under the BAS trademark is the derivative products of JSC "1C Group" (Moscow), and the sanctions extend to it. 1C itself has been under sanctions since 2017 (Decree No. 133/2017).
Is BAS Construction on the list of banned software?
We did not find BAS Construction as a row of its own on the State Special Communications Service's list. It names 22 BAS programs, among them BAS ERP, КУП, Accounting and Payroll, and 1C programs; the basis is the sanctions decrees No. 601/2024 and No. 378/2026.
Does UGLA prepare estimates?
Yes. The site's estimate is prepared in UGLA: works, materials, machinery, labour and subcontractors with DSTU coefficients and VAT. An approved estimate becomes the commercial offer for the client, and UGLA then keeps purchasing, acts and actuals against the estimate.
What happens to our data in BAS Construction?
The UGLA team moves your reference lists, sites, stock and history, and for a month you work in parallel. Migration is free until 31 December 2026.
Where does 28–52% come from?
