1C is JSC "1C Group", Moscow. Under Presidential Decree No. 378/2026, the software sold under the BAS trademark is 1C Group's derivative products.
In short
- BAS's licences are perpetual and cheaper: for a 25-person producer, licences and ITS over three years cost ₴189,000; UGLA ₴474,674.
- With a partner's implementation (200 hours: ₴300,000–340,000), support, BI and AI, BAS costs ₴815,163–900,164 over three years. UGLA is 42–47% cheaper, because its implementation costs $300 once, and nothing until the end of 2026.
- If BAS is already implemented, staying costs less, but about five weeks of the low-end procurement saving covers the three-year difference, the move included.
- UGLA gives everyone in the warehouse and on the floor a seat: output and write-offs are entered where they happen.
- 1C is a Russian company under Ukrainian sanctions since 2017; Decree No. 378/2026 extended them to 1C Group's derivative products sold under the BAS trademark. 1C and BAS programs are on the list of software banned for use.
- UGLA's price includes hiring, onboarding, staff training, chats, calls and tasks with kanban. BAS has HR, payroll, chats and business processes; no hiring, training or kanban is described.

BAS's licences on their own cost less. The largest line in BAS is implementation and changes through a partner; UGLA's implementation costs $300 once, and nothing until the end of 2026. The chart leaves out the procurement saving: its low end over three years is ₴5.4 M, 21.6 M and 86.4 M in the three scenarios.
UGLA's implementation and data migration are free until 31.12.2026. After that, add $300 once (₴13,500 at the NBU rate) to UGLA's three-year cost.

When to pick BAS/1C
BAS is already implemented
If the licences are bought and implementation was paid long ago, staying costs less on software alone: over three years ITS, support, BI and AI come to ₴371,163–416,164 for the small producer, UGLA with the move to ₴534,029–549,029. The low end of the procurement saving covers the difference in about five weeks.
An accountant who knows BAS
An accountant's habits are a real cost of moving. Ukrainian reporting is in UGLA and the accountant is trained during the pilot, but the first weeks in a new interface are slower.
Moving from BAS/1C
The UGLA team moves your reference lists, stock and history, and for a month you work in both systems in parallel. Implementation and data migration are free until 31 December 2026, then $300 once. During the move every item's name is built from reference lists, so duplicates are removed before your first purchase.

- 6 full seats, 8 in stock and production, 11 on the floor: 6 × $30 + 8 × $10 + 11 × $3 = $293 a month. 8 people at a desk. Implementation 200 hours, changes and support 4 hours a month. Purchases ₴2.5 M a month. BAS: КУП, MINI server.
- Manufacturer, 80 people
- A plant, a warehouse and wholesale. 15 · 25 · 40: 15 × $25 + 25 × $10 + 40 × $3 = $745. 20 people at a desk. Implementation 500 hours, support 10 hours a month. Purchases ₴10 M. BAS: КУП, 32-bit server.
- Manufacturing group, 190 people

- BAS's prices come from the price lists of the partners Evsesvit ("Prices 2026") and Artil; Evsesvit's include VAT, Artil's hours exclude it. The licences are perpetual.
- Client licences are the cheapest combination of packs for the workstations, less the one included in the main product. ITS PROF throughout; КОРП configurations may need a dearer tariff.
- Implementation and support hours are the same for every system: the effort is set by the business, not the software. They are an assumption, not project data.
- BI is Power BI Pro for 2, 4 and 8 managers; AI is ChatGPT Business for the same people, 2 seats minimum.
- UGLA's subscription is converted at the NBU rate of 20.10.2026: ₴45.0013 per $1.
- Not counted: servers and hardware for BAS, the cost of replacing a programmer, downtime during the move.
- The 6–17% procurement saving UGLA brings is not in the chart.
- Not counted: tools beside it for tasks, chat and training, such as Jira Standard ($9.70 per user a month) or Slack Pro ($7.25–8.75). Each of them widens the difference.

Questions
Why does UGLA count more people than BAS?
BAS licenses workstations at a desk; in UGLA everyone who works in the system has a seat: stock and production at $10, the floor at $3. That way output and write-offs are entered where they happen.
What happens to our data in BAS?
The UGLA team moves your reference lists, stock and history, and for a month you work in parallel. Migration is free until 31 December 2026.
Are BAS and 1C the same?
Under Presidential Decree No. 378/2026, the software sold under the BAS trademark is the derivative products of JSC "1C Group" (Moscow), and the sanctions extend to it. 1C itself has been under sanctions since 2017 (Decree No. 133/2017). The prices on this page are BAS's.
Is BAS on the list of banned software?
Yes. BAS programs (among them BAS ERP, КУП, Accounting and Payroll) and 1C programs are on the open list of software banned for use that the State Special Communications Service keeps under Cabinet Resolution No. 1335 of 22.10.2025; the basis is the sanctions decrees No. 601/2024 and No. 378/2026.
